Buying Your First Home in Davis County

Davis County sits between Salt Lake County and Weber County along the I-15 corridor: the sweet spot for buyers who want Wasatch Front access without Salt Lake City prices. The county's up-to-$50,000 1% loan is the largest county-level program in Utah, and unlike most local DPA it's open to repeat buyers as well as first-time buyers (income at or below 80% AMI is the gate, not ownership history).

Davis is heavily shaped by Hill Air Force Base in Layton and Clearfield. A large share of our Davis buyers are active-duty, civilian DoD, or veteran households. For those buyers, layering a VA loan + Davis County's 1% loan means $0 down, no PMI, and up to $50,000 toward closing costs and price reduction. One of the strongest no-cash-needed combinations anywhere on the Wasatch Front. Outside the Hill AFB orbit, our Davis clients are typically commuters into Salt Lake City (Bountiful, Centerville, Farmington) or Ogden-side buyers in North Davis (Layton, Kaysville, Syracuse) chasing newer construction at lower per-square-foot pricing.

Important to understand: this is a deferred loan, not a forgivable grant. You make no monthly payments while you live in the home, but the full balance plus 1% accrued interest is repaid at sale, refinance, or transfer of title. Funding is annually allocated and the 2025 cycle is exhausted; applications are scheduled to reopen July 1, 2026. Confirm current funding availability with Davis County CED before relying on the program.

Repayment Terms

How the Davis County 1% loan repays

  • While you live in the home: No monthly payments, ever. Interest accrues silently at 1% on the original loan amount.
  • At sale or refinance: Full original balance plus 1% accrued interest comes due at closing.
  • Transfer of title: Triggers full repayment (e.g. divorce title change, name removal).
  • No forgiveness clause: The program is a deferred loan, not a forgivable grant. The 1% interest is the cost of the help.

Example: $40,000 in assistance, sell after 7 years → repay $40,000 + ~$2,800 accrued interest = $42,800 at closing. Verify exact terms with Davis County CED at the time of application.

Hill AFB Buyer Playbook: VA Loan + $50K Davis DPA

Hill AFB sits in Layton and Clearfield, putting active duty, civilian DoD, and veteran households inside the Davis County DPA service area. Here's the actual stacking math.

$400,000 Home, VA Loan + Davis DPA
  • VA loan: $0 down payment, no PMI
  • Davis DPA: up to $50,000 at 1%, no monthly payment
  • VA funding fee: typically waived for service-connected disability; otherwise financed into loan
  • Cash needed at closing: typically $0–$3,500 (inspection + earnest money, often refunded at closing)
Where Davis DPA Goes
  • Up to $10,000 toward permanent interest rate buy-down
  • Up to 50% toward required down payment + closing costs
  • Remainder applied to principal reduction
  • VA needs no down payment, so for veterans most of the $50K goes to price reduction + rate buy-down, directly lowering the monthly payment

Why this combination is special

Davis is the only county in Utah where a $50,000 county DPA stacks with a VA loan. Salt Lake County's Own in SLC County program caps at $20K. Utah County's Loan to Own ($40K) is the closest competitor but requires a $1,000 buyer contribution and is partially repaid over time, not deferred at 1%. For Hill AFB families planning to stay 7+ years, Davis' structure is hard to beat on total cost. Confirm the rate buy-down allocation and current funding window with Davis County CED (801-451-3291) before locking your offer strategy.
